The diocesan bishop must investigate whether the applicant has a criminal background.

Furthermore, the diocesan bishop must investigate whether the applicant is abusing alcohol or drugs, whether he suffers from an addiction or compulsive disorder to pornography, and whether he is capable of beginning formation. If an applicant has ever been sexually abused, the diocesan bishop or competent authority, with compassionate solicitude for the good of the man and for the good of the Church, must determine whether it is prudent to admit the applicant into a formation program.
